Is the WHO/FEMA “counter terrorism” exercise a pretext to target the civilian population?

The WHO and FEMA “couterterrorism” exercise currently being carried out by Canadian, UK, Australian, Mexican and German troops on American soil appears to be a pretext to place large numbers of foreign troops serving under the UN flag among the US civilian population, and also across a wide geographical area.

If these were conventional military exercises, there would be no contact between the UN troops and the local population, but counter terrorism or counter insurgency views the civilan population as a prime target.

Working on the assumpation there are hostile “terrorists” among the population and to maintain “peace”, troops are supposed to carry out mass screenings, interrogations, cordon off areas, restrict the movement of the inhabitants etc

It is clear that any such activities are going to be unwelcome to local civilian communities in the US going about their daily business, and the appearance of UN armoured cars, roadblocks and armed soldiers, at say, an intersection will generate an atmosphere of fear and uncertainty.

Under cover of these “exercises” and the resulting confusion about what is “real” and what is a “game”, Homeland Security and FEMA units could begin mass detentions and mass forced vaccinations.

Homeland Security has been gathering information on the US population for years and lists of targets have been compiled.

To resist this “take-over” will require the local law enforcement, the Sheriffs, and also the US military to stand together shoulder to shoulder with the community.

Only the local Sheriff backed up by his community and local military will have the authority to tell UN troops erecting cordons, roadblocks or check points and practising “interrogations” that the “exercises” are creating an unwelcome disturbance to the local community and is also illegal according to the local laws.

Only local law enforcement has the authority to lay down guidelines for what is acceptable conduct for such an UN exercise and demand that the UN troops adhere to those guidelines.

Since the UN troops are theoretically taking part in a training exercise, and should have no authority under the UN’s own constitution to start a conflict or viiolate human rights, the troops should back down.

Without the cover of the UN troops, Homeland Security and FEMA will find it much harder to carry out any illegal mass detentions. If they do, they must be held to account immediately, the units placed under arrest and the detainees freed.

Please talk to your local law enforcement, military and community and ask them for a show of solidarity in defending your community’s living space and civic rights from agencies, foreign or domestic, who seek to restrict to impose their will on American soil illegally. Draw the line in the sand and go after every small violation of that line to establish authority. Stand by your neighbour if they are in trouble and get others behind you. Do not let people be harassed or picked off one by one until your turn comes.

Also, consider that many of the UN troops on the ground will be ordinary soldiers who do not have an insight into the bigger picture. Their own countries are facing the same prospect as the people of the US of mass forced vaccinations and quarantines under WHO in response to a pandemic “threat”, dramatised and exaggerated out of all proportion by WHO. Give them the information to help them understand their lives are also threatened by the WHO global population reduction agenda.

A startup based in Cambridge, MA--Joule Biotechnologies--today revealed details of a process that it says can make 20,000 gallons of biofuel per acre per year. If this yield proves realistic, it could make it practical to replace all fossil fuels used for transportation with biofuels. The company also claims that the fuel can be sold for prices competitive with fossil fuels.

Joule Biotechnologies grows genetically engineered microorganisms in specially designed photobioreactors. The microorganisms use energy from the sun to convert carbon dioxide and water into ethanol or hydrocarbon fuels (such as diesel or components of gasoline). The organisms excrete the fuel, which can then be collected using conventional chemical-separation technologies.

If the new process, which has been demonstrated in the laboratory, works as well on a large scale as Joule Biotechnologies expects, it would be a marked change for the biofuel industry. Conventional, corn-grain-based biofuels can supply only a small fraction of the United States' fuel because of the amount of land, water, and energy needed to grow the grain. But the new process, because of its high yields, could supply all of the country's transportation fuel from an area the size of the Texas panhandle. "We think this is the first company that's had a real solution to the concept of energy independence," says Bill Sims, CEO and president of Joule Biotechnologies. "And it's ready comparatively soon."

The company plans to build a pilot-scale plant in the southwestern U.S. early next year, and it expects to produce ethanol on a commercial scale by the end of 2010. Large-scale demonstration of hydrocarbon-fuels production would follow in 2011.

So far, the company has raised "substantially less than $50 million," Sims says, from Flagship Ventures and other investors, including company employees. The firm is about to start a new round of financing to scale up the technology.

The FEMA coffins were patented as “multi-functional cremation containers” for dead bodies.

The patent indicates that the coffins are part of a plan in which people are to be killed in large numbers before they are placed in the coffins for transportation in FEMA trains to FEMA camps where incinerators are reported to be in place.

There have been credible reports of 500,000 FEMA coffins stacked in Georgia, close to FEMA IV’s regional headuqarter’s in Atlanta.

A local landowner is reported to have said that the coffins belong to the Center of Disease Control, a center affialated with WHO, and also based in Atlanta, Georgia.

WHO has been “preparing” — together with FEMA and Homeland Security — for mass fatalities due to a “swine flu” emergency while other experts, including most recently French Professor Bernard Debre, have said the “swine flu” is a harmless flu, reinforcing fears that WHO is hpying up the pandemic to justify mandating the “bioweapon” vaccines in the USA at gunpoint.

The Department of Homeland Security (DHS) will launch on Monday the five-day National Level Exercise 2009 (NLE 09)—the first national level exercise to focus on terrorism prevention—in conjunction with federal, state, local, tribal, private sector and international partners.

“Coordinating with our partners across the United States and around the world is critical to protecting the nation from terrorist attacks,” said Secretary Janet Napolitano. “The National Level Exercise allows us to test our capabilities in real-time to refine and strengthen our strategies for preventing terrorist attacks.”

The Congressionally mandated exercise—directed by the White House and coordinated by the Federal Emergency Management Agency (FEMA)—promotes intelligence and information sharing between and among federal, state, tribal, local, private sector and international participants. The NLE 09 scenario focuses on preventing a terrorist from entering the United States to carry out additional attacks in the aftermath of a terrorist event outside of the country, prioritizing intelligence and law enforcement activities that detect, disrupt and deter preventable terrorist incidents.

“FEMA’s focus is to make sure that our entire response team, from the general public up to the highest level of government, is taking steps now to increase preparedness – regardless of what the next emergency or disaster is,” said FEMA Administrator Craig Fugate. “This exercise is an important step in our ongoing preparedness efforts, and allows FEMA and its federal partners to better serve and protect our citizens.”

The mainstream UK newspaper, the Daily Mail, reports today that Professor Sir Roy Anderson, a government advisor who has recommended mass vaccination against the “swine flu”, is a paid director of GlaxoSmithKline, one of the vaccine company expected to earn as much as billion pounds from its vaccines.

The CDC influenza expert Nancy J. Cox sits on WHO’s Scientific Advisrory Group of Experts (SAGE) packed with GSK, Baxter and other vaccine company executives with “observer status” that recommended mass vaccinations to WHO.

A scientist who advises the Government on swine flu is a paid director of a drugs firm making hundreds of millions of pounds from the pandemic.

Professor Sir Roy Anderson sits on the Scientific Advisory Group for Emergencies (Sage), a 20-strong task force drawing up the action plan for the virus.

Yet he also holds a £116,000-a-year post on the board of GlaxoSmithKline, the company selling swine flu vaccines and anti-virals to the NHS.

Sir Roy faced demands to step down yesterday amid claims that the jobs were incompatible. ‘This is a clear conflict of interest and should be of great concern to taxpayers and government officials alike,’ said Matthew Elliott of the TaxPayers’ Alliance.

‘You cannot have the man in charge of medical emergencies having any financial interest in the management of those emergencies. We need someone totally unbiased to tackle this crisis.’

The Department of Health and GSK denied there was a conflict and said Sir Roy did not attend Sage meetings where vaccines and drugs were discussed.

Sir Roy was appointed to Sage to ‘provide cross-government scientific advice regarding the outbreak of swine flu’. He was one of the first UK experts to call the outbreak a pandemic.

During an interview for Radio Four’s Today programme on May 1, he praised the anti-flu drugs and called for their distribution. Listeners were not told he was paid by GSK.

The West London-based drugs giant has had to defend itself from allegations of profiteering from swine flu after posting profits of £2.1billion in the last three months.

Sales of the company’s Relenza inhaler, an alternative to Tamiflu used by pregnant women among others, are expected to top £600million. This figure could be boosted by up to £2billion once deliveries of the firm’s swine-flu vaccine begin in September.

Sir Roy, 61, who was unavailable for comment yesterday, earned £116,000 at GSK last year, at least a quarter of which he received in shares.”

National Level Exercise 2009 (NLE 09) (FEMA WEBSITE SOURCE)

National Level Exercise 2009 (NLE 09) is scheduled for July 27 through July 31, 2009. NLE 09 will be the first major exercise conducted by the United States government that will focus exclusively on terrorism prevention and protection, as opposed to incident response and recovery.

NLE 09 is designated as a Tier I National Level Exercise. Tier I exercises (formerly known as the Top Officials exercise series or TOPOFF) are conducted annually in accordance with the National Exercise Program (NEP), which serves as the nation's overarching exercise program for planning, organizing, conducting and evaluating national level exercises. The NEP was established to provide the U.S. government, at all levels, exercise opportunities to prepare for catastrophic crises ranging from terrorism to natural disasters.

NLE 09 is a White House directed, Congressionally- mandated exercise that includes the participation of all appropriate federal department and agency senior officials, their deputies, staff and key operational elements. In addition, broad regional participation of state, tribal, local, and private sector is anticipated. This year the United States welcomes the participation of Australia, Canada, Mexico and the United Kingdom in NLE 09.

EXERCISE FOCUS

NLE 09 will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants.

The NLE 09 scenario will begin in the aftermath of a notional terrorist event outside of the United States, and exercise play will center on preventing subsequent efforts by the terrorists to enter the United States and carry out additional attacks. This scenario enables participating senior officials to focus on issues related to preventing terrorist events domestically and protecting U.S. critical infrastructure.

NLE 09 will allow terrorism prevention efforts to proceed to a logical end (successful or not), with no requirement for response or recovery activities.

NLE 09 will be an operations-based exercise to include: activities taking place at command posts, emergency operation centers, intelligence centers and potential field locations to include federal headquarters facilities in the Washington D.C. area, and in federal, regional, state, tribal, local and private sector facilities in FEMA Region VI, which includes the states of Arkansas, Louisiana, New Mexico, Oklahoma, Texas and California.

EXERCISE OBJECTIVES

Through a comprehensive evaluation process, the exercise will assess prevention and protection capabilities both nationally and regionally. Although NLE 09 is still in the planning stages, the exercise is currently designed to validate the following capabilities:

The full-scale exercise offers agencies and jurisdictions a way to test their plans and skills in a real-time, realistic environment and to gain the in-depth knowledge that only experience can provide. Participants will exercise prevention and information sharing functions that are critical to preventing terrorist attacks. German troops have been spotted in Michigan, Australian troops in California and UK troops in North Carolina as part of the UN-led on “counterterrorism” exercises starting today in the USA.

We have sent a letter to the main branches of the German military, informing them of our concern that German and other UN troops will be misused to provide cover for a mass detention and forced vaccination program by WHO, the controlling authority of the Homeland Security and FEMA.

We presented evidence that the people of Germany are also at risk from forced vaccinations with toxic substances supplied by Baxter and mandated by WHO this autumn.

We noted that Baxter’s Austrian subsidiary is under criminal investigation for contaminating 72 kilos of vaccine material with bird flu this winter, and sending it out to 16 laboratories, also to the Czech Republic.

Furthermore, we sent a copy of the latest criminal charges which contains credible evidence that the Austrian Health Minister is involved in covering up Baxter’s crime.

We observed that authority over Germany will be transferred to WHO in the event of a “pandemic emergency”.

This morning I contacted the German army (Bundeswehr) and am preparing to send them directly a summary of the reasons, evidence and arguments why I believe the entire German population, like the US, and Austrian and Irish, French and Polish — indeed the entire world — population is in extreme danger from these WHO mandated vaccines.

These “vaccines” are classified as bioweapons under EU and US law. They are to contain substances proven to be toxic for a virus proven to come from a lab. The bioweapon vaccines are to be produced by Baxter, Novartis and GSK and forced on the world’s people by WHO in a pandemic emergency under the International Health Regulations 2005.

What is WHO plan from July 27th?

The people of the US are armed and therefore must be overcome by stealth.

It is alleged any WHO plan to take over the USA involves deception and divide-and-rule tactics.

For WHO to succeed, they must get the people of the US to start firing on the foreign UN soldiers and so spark a conflagration. This will allow FEMA and Homeland, operating independently under WHO, to start a programme of genocide, rounding up people and taking them to camps.

The foreign UN soldiers will be conducting a military exercise and so not under orders to fire on civilians. Remember most of them will not know what is going on and will follow orders.

However, they will fire back if shot at.

Therefore, false flag operations with WHO agents dressed as UN soldiers and civilians will aim to spark a war between the foreign UN soldiers and the civilians.

In the meantime, Homeland and FEMA will start to round up people and transport them in ralway wagons to camps.

Communications with other branches of the US government and law enforcement will be cut, creating confusion.

In this confusion, with various groups fighting each other, the plan of genocide will proceed.

What has to be done?

The people of the US, the police and military must stand together and must target FEMA, Homeland Security and the WHO “Pandemic Control” center from which the operation will be conducted as well as the units operating on the ground.

The military exercises of the foreign UN troops must be circumvented wherever possible to avoid being drawn into fights.The mobility of the UN troops has to be prepared to be restricted by getting ready to destroy key transport infrastructure such as bridges, roads, railway lines and airports and sea bases.

Homeland Security and FEMA positions, logistics and supply routes, especially the fuel dumps, need to be reconnoitred and destroyed. Also, the electronic communications network must be jammed. Also destroy railway lines leading to FEMA camps and any other transport or other infrastructure needed by Homeland Security and FEMA to operate must be disabled.

The command positions of FEMA and Homeland Securty must be targetted and disabled.

If any elements of the UN troops turn against the US people because their leaders are working for WHO, they must be identified, their command centers must be targetted and disabled and the soldiers isolated and cut off from supplies by encirclement. Most UN soldiers will have no idea what is going on and would not participate if they did know. It is vital to inform soldiers in the US and every country so they understand they are being misused by the Rockefeller and Rothschild banking elite to destroy the USA while their own people are in danger from forced vaccines by the very same clique.

The counter attack on Homeland Security and FEMA units has to be conducted on local, county and state level in a coordinated and synchronised way.

How to Avoid Vaccination

When you are asked/ordered to received a vaccination say the following:

I am happy to accept the vaccination as long as the Dr and Health Minister will sign an affidavit stating they will bear liability for any ill health, deterioration of health or death associated with the vaccination AND that they declare the vaccination to be perfectly safe and will have absolutely no ill effect on 100% of the population that accept the vaccination. Unless the respondents sign affidavits prepared by me for them within 72 hours of me presenting it to them, it shall be taken as their admission and agreement that:

1. the vaccinations are NOT known to be 100% safe and that one must accept them under their own liability and risk and that some, possibly many may die, attain ill health or have chronic disease as a result of the vaccination.

2. there may be another agenda behind forcing vaccinations upon the population and that certain parties may be aiming for genocide of the people.

3. there are no laws that compel anyone from accepting any vaccination and that all are taken with the assumed/presumed agreement/acceptance/consent of the acceptor.

4. there is no law that compels a forced agreement or contract.

5. people at an individual level, reserve the right to accept or reject an offer to be vaccinated and parents reserve the right to accept or reject the offer to vaccinate their children.

Austrian Journalist Jane Burgermeister has filed charges against W.H.O the U.N and Baxter Laboratories over the Swine Flu pandemic. The Department of Homeland Security (DHS) will launch on Monday the five-day National Level Exercise 2009 (NLE 09)—the first national level exercise to focus on terrorism prevention—in conjunction with federal, state, local, tribal, private sector and international partners.

“Coordinating with our partners across the United States and around the world is critical to protecting the nation from terrorist attacks,” said Secretary Janet Napolitano. “The National Level Exercise allows us to test our capabilities in real-time to refine and strengthen our strategies for preventing terrorist attacks.”

The Congressionally mandated exercise—directed by the White House and coordinated by the Federal Emergency Management Agency (FEMA)—promotes intelligence and information sharing between and among federal, state, tribal, local, private sector and international participants. The NLE 09 scenario focuses on preventing a terrorist from entering the United States to carry out additional attacks in the aftermath of a terrorist event outside of the country, prioritizing intelligence and law enforcement activities that detect, disrupt and deter preventable terrorist incidents.

“FEMA’s focus is to make sure that our entire response team, from the general public up to the highest level of government, is taking steps now to increase preparedness – regardless of what the next emergency or disaster is,” said FEMA Administrator Craig Fugate. “This exercise is an important step in our ongoing preparedness efforts, and allows FEMA and its federal partners to better serve and protect our citizens.”

The Departments of Homeland Security, Defense, Justice, and State, the Office of the Director of National Intelligence and a broad spectrum of component agencies, offices and commands will all participate in the exercise. NLE 09 activities will take place at command posts, emergency operation centers, intelligence centers and field locations throughout the country, including federal headquarters facilities in the Washington, D.C. area as well as federal, regional, state, tribal, local and private sector facilities in Arkansas, Louisiana, New Mexico, Oklahoma, Texas and California. International partner nations will include Australia, Canada, Mexico and the United Kingdom. The Navajo Nation will also participate.

Following the exercise, a comprehensive evaluation process will assess counterterrorism and law enforcement prevention capabilities regionally, nationally and internationally.

Imagine you’re at the grocery store and you take some tortellini from the cooler. Embedded in the packaging is a microchip that emits radio waves. The next thing you know, an ad for a high-end pasta sauce is flashing on a screen mounted on your shopping cart.

Then imagine that by scanning your house for the tiny chips implanted in every manufactured item you own, a thief generates an inventory of your clothing, DVDs, and pricey electronics, and decides to rob your house.

Finally, imagine you walk into an airport and a security officer is immediately able to find out your identity, banking information, and travel history by reading data stored in a chip in your passport—or even implanted under your skin.

Although these scenarios may sound like science fiction, the technology—known as radio-frequency identification, or RFID—is already being used to track goods such as Gillette razor blades and Gap clothing in stores. The patent for a chip that could be used in passports to monitor people in airports belongs to IBM, and a company called VeriChip is marketing a chip that is implanted under the skin in order for people to keep tabs on children, the elderly, and prisoners.

Consumer-privacy advocate Katherine Albrecht, who has briefed Canada’s federal privacy commissioner on the technology, advises Canadians to resist RFID.

“There are certainly things you can do with RFID that might be cool, but the costs of introducing this technology into our society so vastly outweigh the benefits, the technology shouldn’t be deployed at all,” Albrecht told the Georgia Straight.

Since May, enhanced driver’s licences containing RFID chips have been available to British Columbians for an extra fee of $35. The licences broadcast data that can be read by U.S. border officials up to 50 metres away, and allow the cardholder to enter the U.S. without a passport.

In the 2005 book Spychips: How Major Corporations and Government Plan to Track Your Every Move, Albrecht and coauthor Liz McIntyre argue that the use of RFID in identification cards sets up governments to misuse private information.

“If you went to a political event, such as a peace march, political rally, or gun show,” Albrecht explained from her New York office, “with RFID, all the law-enforcement agents would have to do is mill around the crowd with an RFID reader in their backpack and they would be able to pick up all of the ID cards of everybody within a 30-foot radius of where they stood.”

While RFID chips aren’t new—the technology has been in development for some 50 years—companies have only recently embraced their consumer applications. The chips are so small—smaller than a grain of rice—that they are virtually invisible when contained in a product, and are superior to bar codes because they contain data specific to each individual item and can be read through packaging up to 10 metres away. At a cost of about five cents each, RFID chips are an inexpensive way to track inventory as it’s shipped, distributed, and sold.

Having researched hundreds of RFID patents for her book, Albrecht said that companies also plan to track products after they are sold to learn about “how consumers interact with products” for marketing purposes.

“The end point is that every physical object manufactured on planet Earth would have an RFID tag instead of a bar code,” she said. “There would be reader devices to pick up signals everywhere you go, including in our refrigerators to keep track of what we’re eating.”

What is most alarming to NDP MLA Maurine Karagianis, is that consumers aren’t aware that RFID tags are already widespread.

“First and foremost, it [RFID] is being embedded in consumerism without our knowledge or approval,” Karagianis said in a phone interview.

The representative for Esquimalt–Royal Roads is concerned that Canada’s privacy laws aren’t sufficiently robust to deal with the unique challenges of RFID. “We have no regulation around the use or prohibition or restriction on RFID,” she said. “I’m worried that, without adequate discussions of RFID use and application and what the ramifications could be in the future at a legislative level, the discussion will be led by consumer advocates or corporate retail interests.”

Although B.C. information and privacy commissioner David Loukidelis wonders why the U.S. government is pushing for the adoption of a relatively insecure technology for use in border identification documents, he questions the gravity of related privacy concerns. In a phone conversation with the Straight, he pointed out that along with the licences, the B.C. government is issuing a sleeve that blocks the RFID signal when it is not being used.

Loukidelis asserted that global-positioning-system tracking in cellphones is a much more significant privacy issue. “Nevertheless, the principle of being able to track people as they move about is what is of concern, regardless of the particular technology,” he said.

RFID is just one of a growing number of technologies—including Internet marketing, GPS devices, and store-loyalty cards—that threaten our privacy and are not fully understood by consumers, according to Richard Rosenberg, a UBC professor emeritus of computer science who sits on the board of the B.C. Civil Liberties Association.

“All of this taken together leads to a substantial decrease in privacy and a lessening of the importance of privacy in a democratic society,” Rosenberg told the Straight.
